Transmit Data Minimum Essential Coverage Information Reporting (MEC IR)
After completing registration and receiving approval to participate, you may begin transmitting data. The two ways to transmit data are User Interface (UI) Channel (MEC FX Portal) and Application to Application (A2A) listed with instructions below.
MEC FX Portal
Use the FTB MEC FX Portal to send data. This is the same portal used to enroll.
- Log into MEC FX Portal.
- Get your Keys. These keys are unique to your account and must be used to transmit data.
- California Transmitter Control Code (CA-TCC) for Testing
- CA-TCC for Production
- Secret Key: Reissued annually but completing a Test cycle is best practice
- Complete the Testing cycle to confirm data is transmitting properly.
- Review FTB File Exchange System – 1094 1095 Testing Specifications
- Build Test files according to FTB File Exchange System – 1094 1095 Technical Specifications:
- Send Test files using the Test CA-TCC
- Receive confirmation that the file was received (Receipt ID)
- Check transmission history after 10 minutes to retrieve the acknowledgement that FTB processed the data
- An email confirmation will be sent stating the Production CA-TCC is available in MEC FX Portal. Allow up to 5 business days to receive the email.
- Obtain the Production CA-TCC by logging into MEC FX Portal
- Transmit Production data
- Send Production files using your Production CA-TCC and Secret Key
- Receive confirmation that FTB received the files (Receipt ID)
- Check transmission history after 10 minutes to get acknowledgement that FTB processed the data.
Application to Application (A2A)
With this option, your organization will use software to transmit data to FTB.
- Log into MEC FX Portal
- Get your Keys. These keys are unique to your account and must be used to transmit data.
- California Transmitter Control Code (CA-TCC) for Testing
- CA-TCC for Production
- Secret Key: Reissued annually but completing an annual Test cycle is best practice.
- Application ID: ID specific to a software product
- Application Key: Reissued annually for each software product
- Complete the Testing cycle to confirm data is transmitting properly.
- Review FTB File Exchange System – 1094 1095 Testing Specifications.
- Build test files and configure your software for transmission according to FTB File Exchange System – 1094 1095 Technical Specifications:
- Send Test files using the Test CA-TCC.
- Receive confirmation that the file was received (Receipt ID).
- Check transmission history after 10 minutes to retrieve the acknowledgement that FTB processed the data.
- An email confirmation will be sent stating the Production CA-TCC is available in MEC FX Portal. Allow up to 5 business days to receive the email.
- Obtain the Production CA-TCC by logging into MEC FX Portal.
- Transmit Production Data
- Send Production files using your Production CA-TCC.
- Receive confirmation that FTB received the files (Receipt ID).
- Check transmission history after 10 minutes to get acknowledgement that FTB processed the data.
