Purpose of Bulletin

The Franchise Tax Board (FTB) reminds individuals that July 15 is the deadline for postponed 2019 tax return payments, as well as April 15 and June 15, 2020, quarterly estimated tax payments.

Instruction

Individuals who owe both a 2019 tax return payment and estimated tax for 2020 must make two separate payments. The first two 2020 estimated tax payments may be combined into a single payment. Do not combine your 2019 tax return payment and estimated quarterly payment in the same check.

Paying Electronically – Electronic payment options via FTB’s Web Pay are the most efficient way to make a tax payment. Select the payment type from the drop down menu.

Payments by Check – To pay your 2019 tax return payment by check, make payable to the “Franchise Tax Board,” and write your Social Security Number or Individual Taxpayer Identification Number and “2019 Form 540” as applicable on the check. Enclose, but do not staple, your payment with the tax return.

Taxpayers who e-filed their tax return and did not make a direct debit election, should mail their check with form FTB 3582, Payment Voucher for Individual e-filed Returns. Do not mail a copy of the e-filed tax return.

For the April 15 and June 15, 2020 estimated tax payments, include one quarterly voucher with your check and write the combined dollar amount for both estimate payments on the voucher.
