Purpose of bulletin
To announce the second year mailing of FTB 3713 Summary of Account Payments, Transfers, and Credits, to business entities beginning January 24, 2020, to pre-empt the need for business entities and/or their professional tax representatives to contact Franchise Tax Board (FTB) to verify payments made.
Background
Over the past few years, contacts to the Tax Practitioner Hotline have significantly increased. Business Entity Payment Verification calls are the most common contact. Our goal in issuing this letter is to improve the customer experience while reducing the most common Hotline contact.
Additional information
FTB 3713 will be issued to business entities (including corporations, limited liability companies, and exempt organizations that have taxable or unrelated business income) as a summary of their 2019 tax year estimated payment, transfer, and credit information.
For this year, the letter has been reworded to clarify its intent and “This is Not a Bill” has been added to the top of the letter to discourage recipients from remitting payment with the letter. This informational letter is a courtesy to business entities to assist in filing timely and accurate returns.

Follow unit procedures to verify information in BETS XXXXXX, and advise the contact to use this information in filing their 2019 tax return or provide it to their professional tax representative.
