Elimination of California Package X

PURPOSE OF BULLETIN

To inform staff that we will no longer produce the California Package X.

BACKGROUND

FTB previously provided a tax forms catalog to tax practitioners and libraries. We allowed each practitioner one free copy until the fall of 1992. That year, due to legislation, we began to charge a fee to practitioners only. Libraries continued to receive free copies. Orders have declined 89 percent over the past 12 years.

EFFECTIVE DATES

Beginning mid October 2008, tax practitioners and libraries that received the 2007 Package X will receive a letter notifying them of the elimination. Included in the letter are alternatives available to obtain forms.

ALTERNATIVES

All tax forms and instructions may be downloaded from FTB’s website, ftb.ca.gov. Printed tax forms, booklets, and instructions are also available by calling the Tax Practitioner Hotline at 916.845.7057 Monday through Friday 8 a.m. to 5 p.m. A written request can also be submitted to:

PROCEDURES

All pipeline processing of the Package X has stopped. As of October 1, 2008, the Forms Request System (FRS) was updated to include 2004 through 2007 loose and bound Package X editions. Requests for these Package X editions are filled free of charge. The FRS generates a label, which will be sent to the Tax Forms Request unit (TFR). The TFR staff sends the requested book to the tax practitioner. This is the same process in place for requests received from tax practitioners and taxpayers for tax booklets, forms, and publications.

The Package X customer service number, 916.845.7070 will no longer be available effective April 16, 2009.
